UV is for wells, and only after the lab says so
Ultraviolet disinfection is discussed when a private well has a bacteria hit, or when a lab recommends it. It does not soften water, and it does not remove iron, sulfur, or nitrate. Sediment has to be handled first or the lamp does little.
Columbus already disinfects, including UV at its surface-water plants. A home UV on city water is not the default recommendation.

Does UV replace a bacteria test?
No. UV is a treatment you consider after a lab finds bacteria, or when a sanitarian recommends it. We do not install UV because a house is on a well.
